This proposal look to reduce the governance proposal-to-execution lag form 6 days currently to 4 days, by doing the following: 1) Reduce MantaDAO voting period from 3 days to 2 days --> Save us 1 day. 2) Enable "Veto before passed" (a parameter in DAODAO that will allow Kujira Governance module to post a veto proposal before the end of the MantaDAO voting period). 3) Then reduce the veto timelock duration to 2 days --> Save us 1 day. With those changes, the minimum delay from proposal to execution would go down from 6 days to 4 days. 4) In addition, this proposal will reduce the quorum from 30% to 20% to help smooth the governance process. Now that the DAO is protected by Kujira Governance veto, governance attacks are no longer a concern, so lowering the quorum is not adding risk to the security of the treasury.
