Launch the Partial OTC deal on Plasma to sell 42,000 MNTA for 15,193 axlUSDC

This proposal is aimed to raise ~15k axlUSDC (15,193 axlUSDC - 0.5% Plasma fee) for buying $5k worth of AKT, $5k worth of INJ and $5k worth of AXL at the open market. Each of these assets will be matched with MNTA in $10k POL, which will provide the minimum sufficient level of trading experience: ~$30 of low-slippage trades. OTC deal price is set to ~+5% above to the current market price (0.34464 axlUSDC) to 0.361738 axlUSDC per 1 MNTA. The global goal to be achieved is the creation of previously non-existing trading markets on Kujira, managed and owned by MantaDAO with maximum efficiency.
