There was a duplicate error in MIP-281 (TIA/MNTA FIN pair and Bow pool contracts were present twice) making it impossible for the proposal to execute. Upon execution, this proposal will transfer the ownership of 40 FIN pairs and 38 BOW pool to the Ops Multisig (kujira1qkh4dhzuyzjx0s8f9avwrns5jusjprva60g2epytpdvdvnmuv4ssngmklk). This proposal will also refund PM for the 100 USK deposit from MIP-281 which cannot be executed.
