Transfer ownership of FIN pairs and BOW pool contracts (one more)

We also need to transfer the ownership of all the FIN pairs and BOW pools that have been deployed by the DAO if we want to be able to update parameters going forward (e.g. spreads/intervals of BOW pools or decimal precision of pairs). Upon execution, this proposal will transfer the ownership of 41 FIN pairs and 39 BOW pool to the Ops Multisig (kujira1qkh4dhzuyzjx0s8f9avwrns5jusjprva60g2epytpdvdvnmuv4ssngmklk).
