Upon execution, this proposal will instantiate a new spoke for the levered MNTA/USDC LP, as per step 1 of the plan discussed here: https://discord.com/channels/1095005002201833495/1178787376382886001/1200477223577202801. The contract admin is Kujira governance module, meaning that it will be possible to migrate via on-chain governance if needed. MantaDAO operational address is added to the admins addresses in addition to the DAO, allowing Mike to execute the Levered LP building transactions without having to wait for the 3-day governance delay which could incurred unnecessary capital loss in the form of slippage for the DAO. The ops address will be removed from the admin list once the position is fully built.
