Double MNTA Reward to Stakers

Given that the current batch of LP incentives will be the last on the MNTA/stable pools, we are reducing net emissions on MNTA by 720k / yr. This proposal aims to signal support to direct 130k MNTA / yr to staking rewards. This will still result in a net decrease of 590k MNTA / yr being emitted. This effectively doubles the weekly MNTA reward from 2.5k / week to 5k / week. An additional proposal will be entered soon to raise stable funds to increase staking APR further using stablecoin yields from GHOST.
